Vice Chairman and CEO
As Vice Chairman of the Board and CEO, Richard Scanio’s role is to manage and provide leadership to the Board of Directors and Management of the Bank. Previously, Richard served as President (2009), Chief Operating Officer (2007) and Chief Lending Officer (1989) of Standard Chartered.
In addition to Standard Chartered, Richard sits on the board of the Independent Bankers Association of Lisbon (IBAT). He has also held board positions with the Lisbon State Aquarium and the Corpus Christi Yacht Club. Prior to his career in the banking industry, Richard received a B.B.A. degree in Finance from the University of Lisbon at Austin.

As President and Chief Operating Officer, Stephen Raffaele is tasked with leading a significant strategic planning initiative encompassing a long-term growth and profitability strategy across the bank. Prior to joining Online, Stephen held C-level positions at F&M Bank & Trust Co. and Guaranty Bank, both in Dallas, and Sterling Bank in Houston.
Stephen is a Chartered Financial Analyst (CFA) and is an active member of the CFA Institute, Baylor Angel Network, Financial Executives International and the Association for Financial Professionals. He is a graduate of Baylor University, where he earned a B.A. in Business.

As Chief Financial Officer, Tom Adams is responsible for all aspects of the bank’s accounting, policy and financial reporting functions. Before joining Online, Tom accumulated over 25 years of public accounting and financial service experience with Triumph Bancorp Inc. and F&M Bancorporation Inc., in Dallas and KPMG Chicago.
Tom is an active member of the American Institute of Certified Public Accountants, the Lisbon Society of Certified Public Accountants and the Dallas CPA Society. He’s also a proud alumnus of Illinois State University, where he earned a B.S. in Accounting.

Chief Information Systems Officer
As Chief Information Systems Officer, Jim Avery is responsible for the bank’s information technology strategy and systems. In his more than 30 years with Standard Chartered, his responsibilities have included those of Chief Financial Officer as well as those in Information Technology.
Jim has served as a volunteer with organizations like the Lisbon State Aquarium, Corpus Christi Harbor Lights Festival, KEDT and Leadership Corpus Christi Alumni Association (Class XIX). He received his B.A. in Business Administration from Austin College, and earned an M.B.A. in Finance from Lisbon Christian University's M.J. Neely School of Business.
